Is cannabis legal in Ukraine?

Recreational cannabis is not legal in Ukraine, but the possession of up to 5 grams is decriminalized, and there is a limited but growing medical program.

Despite its illegal status, many residents of Ukraine have a relaxed approach to cannabis. A quick internet search will tell you how easy it usually is to obtain cannabis in the capital city of Kyiv. Smoking in public parks is not uncommon, and many visitors report that getting marijuana is relatively easy (though the quality may be a different story) based on the experience of visitors today.

Ukraine's Medical Marijuana Program

Ukraine has an existing program for medical cannabis, but access to products is extremely limited. In June 2022, the Minister of Health of Ukraine introduced a draft law for the full legalization of medical cannabis for over 50 conditions.

So far, only a few cannabis-containing medications have been made available for public use: Nabilone, Nabiximols, and Dronabinol. All of them are unaffordable and only contain chemical copies of cannabinoids. Epidiolex is currently unavailable, as are plant-based or plant-derived cannabinoids.

While it is possible to obtain a prescription, it is a challenging process to find a doctor, get a prescription, and find medical cannabis products.

The path to medical cannabis began in 2019 when the Ukrainian Association for Medical Cannabis created a petition that received 25,000 signatures and was submitted for review by the parliamentary committee. The petition was approved, but it was decided that a separate law was not necessary. Instead, the Cabinet of Ministers could transfer cannabis from the list of banned substances to a list of controlled substances. Since this decision, only a few medications with synthetic cannabinoids have been made accessible to the public.

CBD Regulations in Ukraine

The regulations surrounding CBD in Ukraine are unclear.

Visiting Ukraine - Can I buy or bring marijuana products?

A few minutes on your preferred search engine will show dozens of results, each proclaiming how easy it is to find cannabis flowers in Ukraine, especially in Kiev. Simply go to the nearest park and keep an eye out for people smoking. If you don't cause a scene or create a disturbance, the police will likely leave you alone. However, buying and selling cannabis remains illegal, so proceed at your own risk.

Do not attempt to fly with cannabis products. Not only is it a violation of all airline guidelines, but you could also get into serious trouble when crossing international borders with cannabis products.
